What the rule is based on

Short-stay entry rules for the 29 Schengen states are set by Council Regulation (EU) 2018/1806. Uganda is listed in Annex I, so a Schengen short-stay (Type C) visa is required before travel. You apply at the consulate of your main destination, or of your first point of entry when no single country dominates the trip.
